Kurtz Road Water Main Replacement Project

ECTA awarded a contract and issued a Notice-to-Proceed to RIII Construction, Inc. of Nazareth, PA for the replacement of approximately 4,000 linear feet of deteriorated 6-inch cast iron water main in Kurtz Road with new 8-inch ductile iron cement line pipe. To finance this $2 million project, ECTA has received funding assistance from the Pennsylvania Infrastructure Investment Authority (PENNVEST) in the form of a low-interest loan.

Construction began on April 15, 2024 and is anticipated to be completed by early September 2024. Kurtz Road between North Reading Road and Denver Road will be limited to local traffic only during working hours for the duration of the project. Access to all homes and businesses will be restored at the end of each day.  It is possible that customers along Kurtz Road may experience a short-term disruption to access their home or business as the Authority’s contractor performs its work.  The Contractor will notify residents in advance as much as possible to advise when these short-term access disruptions will occur. We understand that this road closure will be frustrating and inconvenient at times, but it is necessary for traffic, worker and resident’s safety.

Customers along Kurtz Road will experience minor water service disruptions when water services are transferred from the existing water main to the new water main.  The Contractor and Authority staff will do their best to communicate these minor disruptions to the affected customers in advance.  We thank you for your patience as we continually look to improve our ability to serve our water customers and strengthen our system.


Well M

ECTA completed construction activities for our new $350,000 public water supply Well M located along Line Road and finalized the physical connection of Well M to the water treatment plant. Well M was put into service on June 29, 2023 and provided ECTA with a strong, reliable source of water to outlast the drought conditions expected and restrictions that were only recently lifted in January 2024.  The addition of Well M will help ensure our customers a reliable and steady supply of water for many years to come.


Water Treatment Plant Upgrade

ECTA recently completed construction on a $1.0 million upgrade to the water treatment plant (WTP). The initial phase of this project included the installation of an emergency generator to ensure an uninterrupted supply of electricity in the event our electrical supplier is unable to provide power during bad weather events or for other unexpected emergency situations. In addition, the project included automated valving, controls and piping upgrades to accommodate the integration of our new Well M, as well as a dehumidification system to protect valuable equipment, electronic devices and piping systems from the effects of excessive moisture/condensation. The addition of the dehumidification system will also help extend the life of the treatment process equipment, thus lowering overall maintenance and operating costs. ECTA had successfully applied for and received funding assistance from the Lancaster County’s excess ARPA grant funds in the amount of $332,000 to cover a portion of the project costs. This grant also covered a second phase of the project which included the removal of deteriorated coatings from treatment units and process piping throughout the WTP and the installation of new protective coatings expected to last 20 years into the future.


Source Water Protection (SWP)

ECTA has worked closely with PA Rural Water to launch its new public education/outreach program. It is basically an educational WATER 101 PowerPoint presentation explaining where our water comes from, what a watershed is, why it is so important to all of us and shares valuable insight on how we can all work together to help protect our precious water resources. ECTA, along with PA Rural Water, recently made presentations at both Denver and Reamstown Elementary Schools.  The fifth graders enjoyed a day of fun learning and hands-on experience in water quality and testing. For more information, click on the “Source Water Protection” link on the left side of this page or you can also click here to view our SWP plan.

We continue to work under our $300,000 National Fish and Wildlife Foundation (NFWF) grant on an agricultural outreach program aimed at identifying nitrate reduction strategies to protect our water supply wells. We also received additional grant monies from the SRBC for a watershed protection area roadway signage program. As a result of all our efforts on the SWP program, we received the 2022 Source Water System of the Year Award from the PA Rural Water Association. Finally, we have also become an official partner of Lancaster Clean Water Partners which provides specialized insight and data sharing with a broad network in Lancaster County for water resource protection.


Miscellaneous Projects

In addition to the above larger-scale projects, ECTA has been working on a multitude of small- to medium-scale projects including the following:  the relocation of our Stevens Road water main as part of PennDOT’s Stevens Road Bridge Replacement Project; robotic dive inspections of our Water Storage Tanks; upgrades to our Geographic Information System (GIS); upgrades to our system-wide Supervisory Controls & Data Acquisition (SCADA) system; and the preparation of three large grant applications to support future system growth including two new water storage tanks and a water booster pump station.
